The second Congress of pediatricians of Ural region "Important problems of pediatrics" started its work in Yekaterinburg. The first forum of pediatric nurses of Ural region will take place within the congress. The participants of the forum will get acquainted to modern principles of diagnostic of children's diseases and vaccine prevention, will visit the exhibition "Maternity and childhood". Among the problems characteristic for Yamalskiy district, she marked infant mortality among children of tundra people, vaccine prevention among children of ethnic minorities, questions of upbringing of children of the first year of life. 1500 of 6000 children from birth to 17 years old residing in Yamalskiy district are children of tundra; together with their parents they conduct nomadic way of life around remote territories. This is a big number of children, and it is very hard to vaccinate them and render timely medical help. Nomadic population is provided with medical kits. Medical help is rendered to them on national trading stations. There are mobile medical groups. But tundra is huge, there are no roads there. Thus, it is very hard to keep strong health in such conditions. Therefore, questions of medical servicing of tundra children are always in the center of attention of pediatricians.
By the words of Ludmila Chernytsina, the district hospital in Yar-Salye does not have problems with personnel. Professional physicians and young specialists are provided with comfortable dwelling, they receive money for development. By her words, there are no queues in the hospital; modern equipment allows conducting the most scrupulous medical examination.

The Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States and the Federation Council are conducting the 5th Nevsky International Ecological Congress in Saint-Petersburg. By the information given in the organizing committee of the action, the participants of the sitting are planning to discuss questions of development of international cooperation in the sphere of providing of ecological security, perfection of legislation on environmental protection, rational use of water resources and safe waste management and also forming of ecological culture of population.
The theme of the fifth Nevsky congress is "Environmental framework of sustainable development". The notion "sustainable development" appeared in the scientific world comparatively recently in the last quarter of the 20th century. It supposes simultaneous stability not only in development of economy, social and political spheres, but also all natural systems, which are directly connected with human activity. The Olympic Torch Relay will take place in Yamal next year in October. The relay will be unprecedented by its scale. It will take place within organizing and conducting of the 22nd Olympic Games and the 11th Paralympics in Sochi. The Olympic Flame will be brought to Salekhard and Noviy Urengoy. The basic holiday activities will take place in Salekhard - the capital of Yamal. The Olympic Torch Relay is conducted in conformity with requirements of the International Olympic Committee and will last from October of 2013 to February of 2014. The length of the route will make more than 40 thousand kilometers. The Olympic Flame will visit 83 subjects of the Russian Federation.

The third Eurasian economic forum of youth was opened in Yekaterinburg in Ural state economic university. Every year the forum enlarges the range of its themes, being orientated on important directions of world economic development, uniting active and resolute young people.
On the ceremony of opening the rector of the higher education institution Mikhail Fyodorov noted that organizers scrutinized the forum as the factory of ideas of young people from different countries.
By the information given to a correspondent of IA "Sever-Press" in the association of countrymen of Yamal in Ural state economic university, the forum is the international movement of intellectual youth. Activities are conducted during a year within the forum. The best participants, who come to Yekaterinburg for the final festival, are defined by their results. Every year the number of participants becomes bigger. This year about 1500 students, postgraduates, young scientists, who present 60 regions of Russia and about 110 countries of the world, confirmed their participation. Yamal also is presenting its delegation and is taking active part in the forum. By this information, basically Yamal students of Ural state economic university help in organizing of activities, work as moderators, volunteers, supervise delegations of foreigners; they are the link between the university and Yamal. 15 young people from Yamal are participating in the forum. Besides, representatives of the department on youth policy and tourism of Yamal are participating in the action as experts, help participants and consult them.
The young people suggest their ideas, projects, decisions in different directions. The experts will choose the best participants of the final festival in Yekaterinburg, who will go to the world economic forum to Astana.

The common informational system on modeling and forecasting of socioeconomic development of indigenous ethnic minorities of the North will be made in Yamal. This information was given by the director of the department on affairs of indigenous ethnic minorities of the North Inna Sotruyeva on the press-conference.
It is supposed that the databank will contain information about number of peoples and population, their nationalities, age, occupation and educational level. The level of economical development, cultural components and nomadic routes of deer herders will be reflected. As it is expected, the data will be presented in figures, schedules and presentation materials. The collected information will be considered also at industrial development of the territory and at development of regional economy of Yamal.
By the words of the director of the department, collecting of information about life and activity of indigenous ethnic minorities of the North is conducted during long time. But till recent time analysis and processing of the received data was fulfilled manually, what did not allow using the information in a full amount. Therefore, it was decided to create the new common informational system. It will allow structuring and automating the process of the data analysis. Territorial specifics, the complex of indexes characterizing quality of people's life and effectiveness of federal, regional and municipal programs being realized will be analyzed in the system.
It is planned that the databank will be created till the end of this year. It will be integrated to other informational and analytical systems of the government of Yamal.

The delegation of Yamal headed by the governor Dmitriy Kobylkin visited Ufa, where the agreement about cooperation of the regions was signed. By the words of the head of Yamal, the arctic region has huge reserves of natural and associated petroleum gas. Potential of production on broad fraction of light hydrocarbons in the region is evaluated up to 6 million and 500 thousand tons every year. One of the basic factors of successful development of clusters of progress of gas and oil chemistry in Russia till 2030 is creation of necessary transport infrastructure, including, pipelines. It is necessary also to increase carrying capacity of railroads for transportation of raw materials and ready products.
By the information given in the press-service of the governor of Yamal, the first agreement about commercial and economic, scientific and technical, cultural cooperation between the government of the Republic of Bashkortostan and the administration of Yamal-Nenets Autonomous Okrug was concluded in 1998. The document covers aspects of interaction of the regions on the wide range of spheres. Thus, exchange of information about tourist potential is fulfilled within the agreement. The department of education of Yamal actively cooperates with the non-governmental educational establishment "Ural regional experimental educational and scientific complex" in the town Beloretsk of Bashkortostan. In the sphere of culture cooperation between Yamal and Bashkortostan is fulfilled within realization of projects directed to support and popularization of culture of Turkic peoples. Medical establishments of Bashkortostan render specialized help to northerners, including high-technological one. Cooperation in the sphere of physical culture and sport, scientific and technical activity and many other spheres of activity is dynamically fulfilled. Enlargement of cooperation of Bashkortostan and Yamal within the sphere of economy became a distinguishing feature of the new agreement.
Signing of the protocol on intentions in the sphere of transportation of petrochemical hydrocarbon raw materials on the route Yamal-Volga Region took place. Realization of economic projects outlined in the protocol will allow considerably increasing the amount of utilization of associated petroleum gas being extracted in Yamal and providing maximum load of capacities of petrochemical complex of Volga oil and gas chemical complex.

New informational technologies will be inculcated in Yamal within the regional targeted program "Preservation of traditional way of life, culture and language of indigenous ethnic minorities of the North in Yamal-Nenets Autonomous Okrug in 2012-2015". The talk is about creation of the Internet-portal about indigenous peoples of the North. Information in Nenets, Khanty and Selkoup languages will be placed here. Scientific, educational, artistic and journalistic literature on electronic carriers will be presented. It is planned to conduct scientific researches in the sphere of ethnic traditions, culture and languages of northern peoples. By her words, the program was made with consideration of problems, which were not solved by other targeted programs. Today Yamal is one of the leading subjects of the Russian Federation by the level of formed legislative base towards indigenous ethnic minorities of the North. Legislative base including more than 40 regional laws, which allow guaranteeing observance of rights of indigenous peoples of the Far North, was made.
In addition, grants for businessmen-beginners for development of ethnic and ecological tourism, also to masters of folk crafts and communities occupied with reindeer herding and fishery are supposed in the program. Assistance will be rendered to Yamal nomads in purchase of necessary goods of national consumption. These are stoves, tarpaulin, lamp glass, cloth, fishing gear and materials, chain saws, portable electrical power stations, medical kits and satellite phones. Equipment for shops for processing meat and fish will be purchased for technical equipping of traditional kinds of trade.
The amount of financing of the program for the whole period of its work is about 800 million rubles. 186 million rubles will be allocated this year. 166 million rubles of them will be allocated to municipalities in the form of subsidies for realization of the program activities. Also these means will be allocated for strengthening of material and technical base of national communities, as Inna Sotruyeva explained.

The sportsmen from Yamal will participate in the Summer Olympic Games in London. It was declared by the director of the regional department on physical culture and sport Alexander Eirikh on the sitting of the collegium on sport.
Five sportsmen of Yamal won the right to participate in the 30th Olympic Games and the Paralympics. They are the sportsmen from Noviy Urengoy - Sergey Makarov and Alexander Sokolov (volleyball). Now they are training in the national team of Russia on volleyball. A swimmer Sergey Fesikov from Noviy Urengoy won the right to participate in the Olympiad. Now the sportsman is training individually with his coach abroad. A sports shooter Denis Sokolov from Noyabrsk is preparing to selection and winning of the right for participation in the Summer Olympic Games. By forecasts, he has big chances for being included to the Olympic national team. Ksenia Moskvina from Salekhard has chances. She is in the waiting list of the International federation on swimming. Besides, a weightlifter Karen Abramyants from Muravlenko will perform in the Paralympics.

The visiting session of the expert council on the Arctic and Antarctica at the chairperson of the Federation Council took place in Tyumen. It took place on the base of the Siberian scientific and analytical center on the theme "Prospects and ways of development of the Central Arctic". The Conference of Parliamentarians of the Arctic Region is the Interparliamentary international organization uniting parliamentarians of countries of the Arctic region. The basic aim of the Conference of Parliamentarians of the Arctic Region is to assist to cooperation with governments of countries of the Arctic region in solving of problems of indigenous ethnic minorities of the North and also ecological and social problems of the region.
